This directory contains phrase files used by every repository. Phrases may be overridden by placing phrases with the same phraseid in any file in eprints3/archives/ARCHIVEID/cfg/lang/en/phrases/
While EPrints core only uses the system.xml phrase file, it's possible that plugins may install additional phrase files in this directory.
