user_review_scope.pl contains configuration for defining the scope under which an editor user can review. This contains the single configuration setting $c->{editor_limit_fields}, which is an array reference of fields for which an editor's from which an editors scope can be limit. E.g. only eprints belonging to a particular division/department or from a particular subject/library category.
