site_lib/ does not exist by default but is a special directory which allows direct overriding of Perl modules under perl_lib/ and well as adding code and configuration in much the same way files are added to lib/, using the same path. E.g. if you had created a file under lib/cfg.d/my_config.pl, if you created another config file under site_lib/cfg.d/my_config.pl this latter file would load in place of the former.
