EPrints 3 can be easily translated into any language, even multi-lingual repositories can be made. To do it you simply need to copy the phrase files in the lang/en directory into the newly created lang/<langID> directory representing your chosen language and translate the phrase files. Remember if you make a successful translation to upload it to files.eprints.org so that other people can benefit from your effort.
