The University of Glasgow has developed open access functionality for EPrints to fill the gap after RCUK (from RIOXX project) and the new REF Open Access plug-in.  Research Organisations need additonal information.  We now store all of our open access information in EPrints with no need for spreadsheets. See http://e2eoa.org/  The code is available at https://github.com/eprintsug/OpenAccess. Here is a short video (coming soon - this PM). We will be amending the functionality accommodate any further gaps identified.  Interested?  Contact:  Michael.Eadie@glasgow.ac.uk or Valerie.McCutcheon@glasgow.ac.uk if you are planning some work in this area.  Let’s work together.  We can offer you a demo and would love to hear what you think is missing from what we have created.
